After pondering the situation, she knew she had to get the “house” in order. She had distinguished herself in prior assignments by facing challenges head on but none as big as this one. “It's always been that way” was a typical response Jaynes got when she asked questions, and it was a shock as she had just come from a Northrop Grumman F/A-18 E/F Super Hornet aircraft project where everything was in order. And more parts and engines arrived daily. The maintenance crews were working 12-hour days. Division thru-put was poor with 35 engines and 190 modules awaiting maintenance and 30 F/A-18 aircraft with bare firewalls (no engines). Not-Ready-For-Issue parts were everywhere. There were six production divisions at AIMD Lemoore, all in trouble in one way or another, but the Power Plants Division (F404 engine maintenance) was a particular mess. In other prior assignments, Jaynes had worked on various aspects of F-14, F/A-18, P-3C, and H-60 aircraft. Previous AIMD assignments had included Mayport and Diego Garcia. Since graduating from Officer Candidate School in Newport, Rhode Island in 1983, Jaynes had spent most of her time in aviation maintenance and program management. Jaynes had just settled into her new assignment as Officer-In-Charge of the Aircraft Intermediate Maintenance Detachment (AIMD) at Lemoore, California. It would be the first application of the Lean concept to Naval Aviation. The Officer-in-Charge of the Aircraft Intermediate Maintenance Detachment decided to use Lean manufacturing to tackle the challenge. Division thru-put was poor, there were 30 F/A-18 aircraft with bare firewalls (no engines), the maintenance crews were working 12-hour days, manning was at 61% of authorized levels, reenlistment rates were an abysmal 50%, and crew morale was lousy. Planning for explosives storage facilities in the Navy is governed by UFC 2-000-05N, Series 420. Navy Aircraft Intermediate Maintenance Depot (AIMD) Lemoore Power Plants Division (F404 engine maintenance) was a real mess. Please reference the Navy Minimum Standards for AT/FP for definitions, set back requirements, and additional information. AT/FP siting and setback requirements should be considered early on. 740-1.4 Anti Terrorism / Force Protection (AT/FP) Considerations 740-1.4.1 For High Density facilities, such as many of the 740 series MWR facilities and Exchange facilities, AT/FP must be considered in the planning process. This increase is not allowed in cases where an existing structure is expanded by new construction to accommodate such uses. Criteria for AIMDs were listed in Publication UFC 2-000-05N, section. ![]() When an existing structure is converted for morale, welfare or recreational uses, the space allowances may be increased by not more than 20 percent when necessary to effect economical use of the existing structure. 740-1.3 Conversion of Existing Facilities 740-1.3.1 A new facility will be provided only when no existing available structure will satisfy the requirements. This space varies from 5-10% of the gross area. Mechanical equipment room space as required should be added to the gross area in the criteria tables. Minor exchange facilities operated for the convenience of non-exchange activities that are an integral part of these activities such as barber shops in clubs food, retail outlets in air terminals, hospitals, schools or large administration buildings food service in bowling alleys, operations buildings, and service clubs and snack facilities in theaters are included in the space allowances authorized for the non-exchange activities. An installation will not automatically qualify for all facilities listed but only for those for which specific requirements exist. Facilities shall be planned to meet the specific requirements of an installation and not arbitrarily to the maximum allowances indicated. These allowances apply to all funding sources and types of construction.
